Honourable President,
Dear Mr. Michel,
After using starvation and deprivation of basic necessities as a tool of ethnic cleansing against the indigenous Armenian population of Nagorno Karabakh/Artsakh for nine months, Azerbaijan has now embarked on the stage of terrorizing and bombarding 120.000 people, including 30.000 children to death. Since this morning Azerbaijan has been shelling the capital Stepanakert with heavy artillery.
The Aliyev regime is a dictatorial, fascist regime using the same handwriting as other dictators have. Hence it needs to be stopped using decisive and effective means. Otherwhise, the international community, including the EU, also as a principal negotiator, shares responsibility for Azerbaijan’s genocidal policy in Nagorno Karabakh and for not reacting adequately.
Multiple reports and statements of independent experts and international human rights, organizations have been warning about Azerbaijan’s continued policy of ethnic cleansing in Nagorno-Karabakh/Artsakh and its genocidal essence. In a recent report the former chief prosecutor of the International Criminal Court, Luis Moreno Ocampo, contends that there is a “reasonable basis” to believe Azerbaijan is currently committing a genocide against the indigenous Armenian population of Nagorno Karabakh/Artsakh. The Lemkin Institute for Genocide Prevention, Genocide Watch have also issued several alerts regarding this grave situation.
The principles of international law were never created to be used as a tool to facilitate an ethnic cleansing or commit atrocities against a population. Nevertheless, Azerbaijan is abusing the principle of territorial integrity as a pretext to carry out ethnic cleansing and eliminate the indigenous Armenian population from their own homeland Nagorno-Karabakh/Artsakh. The EU’s stance of supporting Azerbaijan’s territorial integrity at the expense of human rights and lives, has only been encouraging Azerbaijan’s dictatorial regime and its policy of brutal oppression of Armenians.
As a pan-European grassroots organization, the EAFJD and its committees in 14 EU members states appreciates Your efforts of mediation efforts in this highly complex situation. However, as EU citizens, we expect and demand decisive measures to contain Azerbaijan. We will be following the developments closely.
