Belgian parliamentarians to Belgium’s Foreign Minister: “Azerbaijan must stop political harassment against Kaspar Karampetian”

Honourable Minister,

Herewith we would like to draw your attention to the unacceptable and abusive nature of the international arrest warrant initiated by the Republic of Azerbaijan against Mr. Kaspar Karampetian, President of the Belgian non-profit organization “European-Armenian Federation for Justice and Democracy” (hereinafter EAFJD) for having visited the Nagorno Karabakh/Artsakh Republic.

The EAFJD is a Brussels-based grassroots organization which is involved in civic activism to raise awareness and advocates i.a. for reducing the geopolitical isolation of the population of Nagorno Karabakh. It is within this framework that Mr. Karampetian carries out regular visits there.

Honourable Minister,
As you know, there is no norm in the international law which would prevent any Belgian or European citizen from visiting Nagorno Karabakh. We consider that visiting Nagorono Karabakh is essential in order to support the peaceful resolution of the conflict – the only acceptable outcome of the negotiations conducted under the auspices of the OSCE Minsk Group.

We therefore regret that the Azerbaijani authorities are using methods of intimidation, seeking to criminalize these visits, blacklisting visitors and declaring them persona non grata.

We firmly believe that the request of the international arrest warrant against Mr. Karampetian addressed to Interpol evidently contains defamatory elements and is politically motivated persecution. This is highly regrettable and undermines our values.

Honourable Minister,
Azerbaijan is a country with which Belgium maintains diplomatic relations. In your capacity as the Minister of Foreign Affairs you work with you Azerbaijani counterpart, we therefore consider it important that you are informed about this, so that you could take action accordingly.

Monsieur le Ministre,

Par la présente, nous souhaitons attirer votre attention sur le caractère inacceptable et abusif du mandat d’arrêt international lancé par la République d’Azerbaïdjan contre le président de l’ASBL belge « Fédération Euro-Arménienne pour la Justice et la Démocratie » (EAFJD ci-après), M. Kaspar Karampetian, pour avoir visité le territoire de la République du Haut-Karabagh/Artsakh.

La EAFJD est une organisation civile, basée à Bruxelles qui fait appel à l’activisme populaire pour éveiller les consciences et qui œuvre, entre autres, pour réduire l’isolement géopolitique du peuple du Haut-Karabagh. C’est dans ce cadre-là que M. Karampetian y effectue régulièrement des visites.

Monsieur le Ministre, comme vous le savez, il n’existe aucune norme de droit international qui empêcherait un citoyen belge ou européen de visiter le Haut-Karabagh. S’y rendre, est même une initiative qui nous semble primordiale afin de soutenir la résolution pacifique du conflit, seule issue acceptable des négociations menées sous l’égide du groupe de Minsk de l’OSCE.

Nous regrettons donc que les autorités azerbaïdjanaises utilisent des méthodes d’intimidation, en essayant de criminaliser les visites et en constituant des listes noires de persona non grata.

Nous sommes convaincus que la demande du mandat d’arrêt international adressée à l’Interpol contre M. Karampetian, qui contient par ailleurs des éléments diffamatoires évidents, est une persécution à caractère politique. Ceci est fortement regrettable et va à l’encontre de nos valeurs.

Monsieur le Ministre, l’Azerbaïdjan est un pays avec qui la Belgique entretient des relations diplomatiques, et en tant que Ministre des Affaires étrangères vous êtes amenés à travailler avec votre homologue azerbaïdjanais, il nous semblait donc important que vous ayez accès à cette information afin que vous puissiez agir en conséquence.
